The Port of Baltimore: Managing a Regional Economic Engine: Abstract

In November 2004, Jim White was the Executive Director of the Maryland Port Administration, which markets and manages the Port of Baltimore (POB). The legislature was to be held in session in two months, and POB needed to prepare and defend its budget request. The POB has proved an engine for economic development in Maryland, and, in exchange, the State legislature subsidizes POB operations and development. The POB is also vulnerable to other stakeholders who can affect the political process of approving the POB budget.

The case provides information on how POB affects economic development and the various impacts of powerful stakeholders. The case also provides an opportunity to apply (and adapt) Porter’s « diamond » of national competitive advantage to a regional/state situation.
