Altech – The Battle for Self-provision (Part B) is a case study by Gillian Marcelle, Rita Sikhondze and Stephanie Townsend.

Altech was already well on its new strategic path when a series of events in 2004 forced it to take a legal stand against the South African government – more specifically, the Department of Communications (DoC). On 3 September 2004, the previous minister of communications, Dr Ivy Matsepe-Casaburri, published a determination as per the Telecommunications Act, which stated that: “VANS [value-added networks] might self-provide facilities from 1 February 2005.” Backed by this, ICASA released its own statement, adding that “self-provision contemplates the procurement of telecommunication facilities by a VANS licensee from any telecommunication facility supplier and to use them under and in accordance with its licence to provide telecommunications services”.

Teaching objectives

The objective of this case is to get the students to discuss and understand the challenges of doing business in the ICT industry, in particular the challenges and the prospects when a company decides to expand and diversify. The students will have to understand corporate evolution and answer questions on, for example, what it takes to go beyond a company’s core business.
