Accessing the Montréal-Pierre Elliott Trudeau Airport: A Real Dilemma!: Abstract

This case is based on a real situation; it looks at the management of access to Montreal’s Pierre-Elliott-Trudeau Airport from the city centre via public transport. The case starts off with a description of the city’s context. The customers and different stakeholders in the airport’s management, as well as the main issues are described.

The second part of the case describes four possible strategies:

  • The status quo, i.e., maintain the current STM shuttle
  • The creation of a reserved bus lane on the road that leads to the airport
  • The construction of a dedicated train connecting downtown to the airport
  • Improving the non-dedicated rail services that already exist, particularly to deal with the increase in passengers

Finally, the last part of the case presents examples of public transport in other cities around the world. It takes a look at different solutions from real-world examples of passenger transport management between airports and city centres. The complexity of this case lies in the fact that each stakeholder has its own ideal solution.

Teaching objectives

To enable students to understand the issues related to public transportation between downtown and the Montréal-Trudeau Airport (governance, markets served, issues). Allow students to determine the criteria to be considered in such a complex decision. A multicriteria grid can be used to analyze and select a project. Explain the impact of context on market share and thus indirectly on the strategy for transport.
